Interreg project Ports Energy and Carbon Saving (EFRO/ERDF)


Omgevingsdienst IJmond is trotse partner in het internationale project Ports Energy and Carbon Savings (PECS). Dit project is onderdeel van het Interreg 2 Zeeën programma. Dit is een Europees programma met als doel een innovatief en duurzaam 2 Zeeën gebied (Engeland, Frankrijk, Nederland en België) waar natuurlijke bronnen beschermd zijn. Het programma is gefinancierd door het European Regional Development Fund (Europees Fonds voor Regionale Ontwikkeling) en door de provincie Noord-Holland en de provincie Zuid-Holland.

Omgevingsdienst IJmond is a proud partner in the international project Ports Energy and Carbon Savings. This project is part of the Interreg 2 Seas programme, an European programme with the objective to create an innovative and sustainable 2 Seas area (England, France, The Netherlands, Belgium) where natural sources are protected. The programma is financed by the European Regional Development Fund and the provincie Noord-Holland and provincie Zuid-Holland.

Interreg 2 Zeeën PECS

Ports Energy and Carbon Savings (PECS) is een Interreg 2 Zeeën project met als programmaprioriteit 'CO2-arme technologieën'. PECS is erop gericht diverse tools en technologieën te ontwikkelen, testen en implementeren om de CO2 voetafdruk van Small and Medium sized Entrepreneurial (SME) (jacht)havens te verminderen. Ook het meer energie-efficiënt maken van de havens, op een kosteneffectieve manier, is onderdeel van het project. De samenwerking tussen havenautoriteiten, industrie en lokale stakeholders kan een van de manieren zijn om deze doelen te behalen.

Innovatie zal gestimuleerd worden in nauwe samenwerking tussen kennisinstellingen, industrie en de betrokken havens om CO2-arme technologieën te selecteren en implementeren welke afgestemd zijn op de behoeften van de SME havens.

Met Port of Oostende als lead partner werken kennisinstellingen, havenautoriteiten, industrie en lokale overheden samen in het kader van het grensoverschrijdende Interreg 2 Zeeën programma. Om diverse technologieën en methoden op het gebied van hernieuwbare energieproductie, terugwinnen van energie en het opslaan van energie op land en water te testen en te implementeren.

PECS wordt gerund door een consortium van 10 partners vanuit 4 Europese landen: Port of Oostende (BE), City of Hellevoetsluis (NL), Port of Portsmouth (UK), Omgevingsdienst IJmond (NL), IndaChlor (FR), Blue Power Synergy (BE), CEREMA (FR), Solent University Southampton (UK), Hogeschool Zeeland (NL), University of Ghent (BE).

Het project wordt mede-gefinancierd door de European Fund for Regional Development (ERFD of EFRO) onder No2S03-009. Ook de Provincie Noord-Holland en de Belgische provincie West Vlaanderen bieden financiële steun. Het project loopt van 12/07/2017 tot 31/08/2020.

Omgevingsdienst IJmond & PECS

Omgevingsdienst IJmond is trotse partner in het PECS pilot project. Als Omgevingsdienst werken we voor gemeenten die zich willen inzetten voor duurzaamheid, dus zijn we gemotiveerd om bij te dragen aan een bruikbare uitkomst van dit project.

ODIJ zal het meest investeren in het ontwikkelen van een Local Energy Market-platform. Dit LEM-platform is een mogelijk oplossing voor het omgaan met verhoogde druk op het elektriciteitsnet door significante vermeerdering van vernieuwde energiebronnen.

Om bovenstaande te realiseren zal ODIJ bijdragen aan het ontwikkelen en verbeteren van verschillende audit tools die door de kennispartners ontworpen worden. We realiseren dit door de bestaande audit tools te testen in ons projectgebied. De tool is ontwikkeld door TNO.

Een ander onderdeel van het project waar ODIJ aan bijdraagt is het opzetten van een energie coöperatie in het havengebied.

Als pilot partner delen we alle opgedane kennis en ervaring met de andere partners.

Concreet

Ons projectgebied beslaat het havengebied van gemeente Beverwijk en Velsen. Het Interreg project zal concreet gaan bijdragen bij aan het project Kagerweg Energiepositief.

Omgevingsdienst IJmond

Omgevingsdienst IJmond werkt voor 16 gemeenten en de provincie Noord-Holland. We zijn al 17 jaar het eerste contactpunt wanneer het gaat om milieu.

Onze gemeenten liggen verspreid over regio IJmond, Waterland en Zuid-Kennemerland. We vinden hier verschillende soorten leefomgeving: zware industrie in de IJmond, recreatiegebieden in Zuid-Kennemerland en veeteelt in Waterland. Ons werkgebied beslaat meer dan 10.000 bedrijven en 560.000 inwoners.

Met zo'n 120 collega's voeren we taken uit met betrekking tot milieumanagement, toezicht en handhaving en natuurbehoud. Onze organisatie is de uitvoeringsdienst wanneer het gaat om vergunningen en toezicht en handhaving op basis van het Activiteitenbesluit. Ook houden we toezicht op bouw, milieuwetgeving, drank en horeca en brandveiligheid.

Door middel van milieubeleid geven we aandacht aan thema's als duurzaamheid, luchtkwaliteit en mobiliteit & infrastructuur. Daarbij verzorgen we ook scholing over milieu thema's en veranderende wetgeving aan inwoners, bedrijven, gemeenten en andere overheidsinstellingen.

Interreg 2 Seas PECS

Ports Energy and Carbon Savings (PECS) is an Interreg 2 Seas project under the programme priority “Low carbon technologies”. PECS aims to develop, test and implement different tools and technologies in order to reduce the carbon footprint of the Small and Medium sized Entrepreneurial (SME) ports and marinas, and to make their functioning more energy-efficient in a cost-effective way. The cooperation between port authorities, the industry and local stakeholders might be one of the ways to reach these targets.

Moreover, innovation will be stimulated in close cooperation between the knowledge institutions, the industry and the concerned ports, in order to select and implement low carbon technologies, which are more adapted to the needs of SME ports and marinas.

Lead by the Port of Oostende, knowledge institutions, port authorities, industry and public authorities are working together within the framework of the cross- border Interreg 2 Seas program in order to test and implement different technologies and methods in the field of renewable energy production, energy recuperation and energy storage on land and in the water.

PECS is run by a consortium of 10 partners from 4 European countries: Port of Oostende (BE), City of Hellevoetsluis (NL), Port of Portsmouth (UK), Omgevingsdienst IJmond (NL), IndaChlor (FR), Blue Power Synergy (BE), CEREMA (FR), Solent University Southampton (UK), Hogeschool Zeeland (NL), University of Ghent (BE).

The project is cofinanced by the European Fund for Regional Development (ERFD) under grant agreement No2S03-009. Also the Dutch Province of North-Holland and the Belgian Province of West Flanders are offering financial support. It runs from 12/07/2017 till 31/08/2020.

Omgevingsdienst IJmond & PECS

Omgevingsdienst IJmond (ODIJ) is proud to be a partner in the PECS pilot project. As an environmental protection agency working for municipalities who are striving for sustainability we are motivated to contribute to an operable outcome of this project.

The main investment ODIJ will make is the development of a Local Energy Market-platform. The LEM-platform is a potential solution for coping with increased pressure on the electricity grid stemming from significant uptake of renewable energy sources.

In service of above mentioned investment ODIJ will contribute to the development and enhancing of the various audit tools that the knowledge partners will develop. We realise this by testing existing audit tools in our project area developed by the Dutch research institute TNO.

Another part of the project where ODIJ will contribute in is setting up an energy cooperation structure in the port area.

As a pilot partner we share the obtained knowledge and experience with the other partners.

To be specific

Our project area covers the port are of municipality Beverwijk and Velsen. The Interreg project wil specifically contribute to the project Kagerweg Energiepositief.

Omgevingsdienst IJmond

Omgevingsdienst IJmond is the environmental protection agency for 16 municipalities and the province of North-Holland, The Netherlands. We have been the main contact regarding environment for seventeen years.

Our municipalities spread over the regions IJmond, Waterland and Zuid-Kennemerland where we encounter different types of environment like heavy industry (IJmond), entertainment area’s (Zuid-Kennemerland) and livestock farming (Waterland). Our field of operations comprises over 10.000 companies and about 560.000 inhabitants.

With about 120 colleagues we carry out tasks regarding environmental management, law enforcement and nature conservation. Our organisation is the executing agency for issuing permits and enforcing law based on the Environmental Management Act. We supervise companies on several legislations such as construction laws, environmental laws and also alcohol legislation and fire safety.

Through environmental policy we press themes like sustainability, air quality and mobility & infrastructure. In addition we provide education on environmental affairs and changing legislation to inhabitants, companies, municipalities and other government agencies.
